The Planning Exchange Foundation is a registered charity whose objectives are to further understanding about planning and related subjects for public benefit. It was first established in Glasgow in 1975 as a part of the Centre for Environmental Studies and became a separate charity in 1980. It developed a comprehensive library and information service, ran best practice events, developed a number of publications including Scottish Planning and Environmental Law, built a comprehensive database on the development of the UK new towns and carried out many research projects.

In 2002 the Planning Exchange sold its business operations to IDOX plc – a company which provides information solutions primarily to local government. IDOX took on the staff of the Planning Exchange  and invested in the further development of the information service.

The proceeds of the sale were retained by the Planning Exchange which changed its name to the Planning Exchange Foundation and is run by five Trustees and a Secretary who administer a grants programme related to the historic objectives of the charity.
